Weather Control

With N3X15's SnowMod in place, I'm going to look at creating a weather block that can control snowing and the time.  As well, will see about adding controllable rain which should be fairly simple. Once, I've had a little fun with the weather will try to finish the hookshot.  I'm thinking the only blocks it will be able to grab on will be wood planks and logs.
